In August, exploration drilling commenced in Block 9 located off the Lebanese coast. The outcomes of this drilling are highly anticipated, as they could lead to the discovery of substantial gas reserves. The second licensing round for offshore oil and gas exploration in Lebanon is set to conclude soon, with an expected closure date in October 2023. This round has faced multiple delays, and its outcome is eagerly awaited to gauge industry interest. Lebanon has also signed contracts for geological seismic surveys in Block 8. Finally, there is an ongoing discussion surrounding the proposed Sovereign Wealth Fund in Lebanon, which aims to manage revenue from oil and gas resources for the benefit of the country's economy. The fund's status is pending parliamentary approval.
Regional dynamics are influenced by the ongoing Russia-Ukraine conflict, impacting energy dynamics in the Eastern Mediterranean. With the signing of the memorandum of understanding with the EU last year, Israel and Egypt have emerged as key gas producers in the region. However, Europe has learned from past experiences, such as the Russia-Ukraine conflict, and is increasingly focusing on renewable energy sources to reduce its dependency on natural gas.
Another significant development in the G20's announcement about establishing the India-Middle East-Europe Economic Corridor (IMEC). This ambitious connectivity project has the potential to reshape the economic landscape of the region, fostering economic development. It is therefore crucial to emphasize the paramount importance of focusing on economic opportunities and connectivity rather than becoming entangled in political conflicts.

The situation in Lebanon continues to deteriorate without any clear path to recovery. The political, financial, and economic crisis that hit the country in 2019 is still ongoing. Additionally, there is currently a political void due to the fact that Lebanese political parties have been unable to elect a new president since Michel Aoun's presidency ended in October 2022.
However, there have been some breakthroughs, particularly in the oil and gas sector. In October 2022, Lebanon and Israel reached a maritime delimitation agreement, resolving a decade-long dispute between the two countries. This agreement has opened the door for the revival of hydrocarbon activities in Lebanon.

Amit Mor, an energy economist, energy strategist, and financial analyst, is the CEO and co-owner of Eco Energy Ltd., an Israeli-based financial and strategic consulting and investment firm that specializes in the energy, environmental, and infrastructure sectors. He earned his Ph.D. in Energy, Environmental and Mineral Economics at the Pennsylvania State University (1997). The topic of his dissertation was “Natural Gas Projects in the Developing World: an Empirical Evaluation of Merits, Obstacles and Risks”. He did his graduate studies in economics and business administration, as well as his B.A. degree in Economics, Finance and Psychology at the Hebrew University of Jerusalem.
During the past 27 years, Dr. Mor has specialized in energy finance and economics. He served as a consultant to governments, financial organizations, public and private companies in the fields of petroleum, natural gas, electricity and renewable energy. During the 1990’s he worked for eight years as a Consultant and Project Manager at the World Bank in Washington D.C., and specialized in the finance of natural gas, power and energy projects, as well as in reform planning of energy and environmental policies of developing countries. He was engaged in assignments in Middle Eastern, European, Asian, South American, and African countries. During the 1980s he served as an Assistant to the Israeli Minister of Energy and Infrastructure and as a Chief Economist in the Economic Planning Authority in the Ministry of Economic Planning.
During the past 15 years, Dr. Mor and Eco Energy worked intensively on issues concerning the development of the Eastern Mediterranean and Israeli gas sector. Dr. Mor and his partner Shimon Seroussi also lead the team that prepared the Energy Master Plan for the State of Israel and participated in the World Bank team that prepared the Energy Sector Review for the Palestinian Authority.
Dr. Mor has a special interest in international and Middle Eastern economies, energy and energy geopolitics. He published the book “Renewable Energy in the Middle East - Enhancing security through regional cooperation”, Springer, October 2009, under the “NATO Science for Peace and Security Series: Environmental Security” (co-editor with Michael Mason).

Ephraim Sneh is an Israeli politician, physician, and retired brigadier general in the Israel Defense Forces. He was a member of the Knesset for the Labor Party. From 1994 to 1996 he served as a Minister of Health. In 1999 he was appointed Deputy Minister of Defense, and in 2001 he was appointed Minister of Transportation. He is currently chairman of the S. In Europe, the energy is very reliant on supplies from the West, both for the exports of oil out of the Gulf coast, as well as exports of LNG. The biggest issue for Europe right now is whether there is enough inventory with which it can manage itself through to next winter. But the inventories are quite low in continental Europe. The other problem is that as the Russian supplies have been cut off, there is a timing difference in the industry right now, which is how many cargoes of LNG can physically get into Europe and how the gas is then distributed throughout the continent. In this regard, the European setup is quite different from the United States, which makes the entire operation more challenging.

Christodoulos G. Pelaghias is the senior partner of Cyprus-based international law practice, with bar admissions in New York and Cyprus. Dr. Pelaghias serves on the Executive Committee of the International Section of the New York State Bar Association. He is president of the Cyprus Council of the European Movement International (EMI), and former member of the Board of Directors of EMI. He is chairman of the European Rim Policy and Investment Council (ERPIC), and has advised the President of the Republic of Cyprus. Dr. Pelaghias holds an M.A. in International Affairs, a Ph.D in Political Science, and a J.D. in Law, from Columbia University.
Yair Hirschfeld is an Israeli historian and a former lecturer at the University of Haifa. Since 1979, he has been involved in promoting the Israeli-Palestinian peace process. During the 1980ies he organized the confidential dialogue between Shimon Peres with the Palestinian leadership on the West Bank and Gaza. He prepared a study that became the conceptual model for the Oslo negotiations. He led the non-official Israeli team in Norway and became then a member of the official Israeli negotiating team leading to the conclusion of the Israel-PLO Declaration of Principles of September 1993. During the 1990ies, Mr. Hirschfeld developed concepts and structures for People-to-People activities, as well as working concepts for an Israel-Palestine code of conduct aimed to move from the logic of war, to the logic of peace; a blueprint for Security Permanent Status, and Economic Permanent Status understandings. After the Second Intifada, Mr. Hirschfeld was instrumental in preparing the way for Israeli-Palestinian security cooperation. He was involved in an Israel-Palestine backchannel preparing parameters for negotiations between PM Olmert and President Abbas, an effort that failed. Mr. Hirschfeld is presently involved in pursuing a track two dialogue with Palestinian counterparts on one hand, and with Israeli governmental authorities on the other hand, how best to pursue shared interests in the preparation of a hoped-for renewal of an envisaged political peace-building process. He is heading an Israeli team in a joint Israeli-Palestinian project aimed at promoting Palestinian economic growth.
